Joe was first employed by Coates in 1983 as a field agent working during the summers while in school. He graduated from the University of Southern California and received his law degree from the University of Oklahoma College of Law, while working as a law clerk for two Oklahoma City law firms. Joe served as Executive Vice President and General Counsel of Coates from 1995 to 2006. A member of the Oklahoma County and Oklahoma Bar Associations, Joe joined Coates on a full-time basis in 1990. He is a member of the International Right of Way Association, a former Chairman of the Pipeline Committee of the IRWA ,and is licensed by the Oklahoma Real Estate Commission. He has attended continuing legal education courses in environmental law, human resources, and real property from the Oklahoma Bar Association, the University of Oklahoma and Oklahoma City University.
John received both B.B.A. and L.L.B. degrees from the University of Oklahoma. He was associated with the Oklahoma City law firm Dykeman, Wiliamson and Williamson while serving as general counsel of Coates Field Service, Inc. John was elected President of the company in 1971, and was Chief Operating Officer until 2006 and currently serves as counsel to the Board of Directors and officers of the company. John is a member of Phi Alpha Delta Law fraternity and Sigma Alpha Epsilon social fraternity. He has been admitted to practice before the Interstate Commerce Commission and is a member of the Oklahoma Bar Association. John was the first consultant member of the International Right of Way Association to be selected to serve as Chair of the International Pipeline Committee. He was a founder of the Pipeline Systems Short Course in Durango, Colorado in recognition of dedicated service in the pursuit of education and received the International Right of Way Associations’ Mark Green Scholarship Award for the outstanding contribution to Right of Way Magazine. John has specialized legal education from the University of Oklahoma, Oklahoma City University and the Oklahoma Bar Association in environmental, employment and real estate law.
An attorney specializing in real estate transactions prior to joining Coates in 1991, Andy was initially employed as a Right Of Way Agent on a Coates supported pipeline project. In addition to his background in real estate law, Andy is experienced in all phases of acquisition, including title search and curative, easement preparation, negotiation, acquisition, damage settlement, condemnation, and relocation. Andy is responsible for employment law compliance including DOL and EEOC audits, discrimination issues, employment policies and procedures, and wage and hour compliance. A graduate of the State University of New York at Potsdam, Andy received his law degree from Syracuse University and M.B.A. from Oklahoma City University. He is a member of the New York, Oklahoma County, and Oklahoma Bar Associations, and the International Right of Way Association.
Mark Self joined Coates in August 2016 as Chief Financial Officer, his responsibilities include the financial management of the company. Prior to joining Coates, Mark has served as CFO at several companies including Rees Associates, Stellar Outdoor Media, B-Dry, Carter Chevrolet, OEM Systems, and J&J Trucking. Mark began his professional career at Price Waterhouse and over the course of his career, he has held positions in a variety of industries including architecture, construction, private equity, advertising, insurance, automotive dealership, car rental, and public accounting. Mark earned his degree in Accounting at the University of Oklahoma and his master’s degree with a Finance emphasis from Oklahoma Christian University.
Mark joined Coates in 1986, with substantial experience as a manager in the oil and gas industry and has served as Manager of Right of Way for two major pipeline companies. He has successfully completed several complex pipeline projects and is familiar with construction, scheduling, permitting, budget control, and other issues as well as having comprehensive acquisition and abstracting skills. Mark has experience supervising projects in Colorado, Mississippi, North Dakota, Iowa, Illinois, Pennsylvania, New Mexico, Texas, and Oklahoma. He has worked in conjunction with engineers, surveyors, environmental and archaeological consultants, construction crews, and clean-up crews. He has had noted success in negotiating with property owners, corporations, and governmental agencies. Mark attended Oklahoma City Community College and Oklahoma State University. He is a member of the International Right of Way Association.
Elaine joined Coates in 1997 and was assigned as a Right of Way Agent and Document Specialist for pipeline and railroad projects. In 2000, Elaine became the Information Technology Specialist for Coates in Oklahoma City, Oklahoma. Elaine was promoted to Vice President of Coates Northeastern Division in 2004, based out of Albany, New York. She worked with multiple electric transmission, pipeline, and engineering clients throughout her five years in the Northeast. In 2008, Elaine took her experience to the opposite coast and currently manages the Western Division Office in Walnut Creek, California. Prior to joining Coates, Elaine was employed by Hewlett Packard. Elaine received her B.S. degree in electrical engineering from the University of Houston. She is a member of the International Right of Way Association.
Bill initially joined Coates in 1987 as a Right of Way Agent, assigned to AT&T fiber optic projects and to Niagara Mohawk gas pipeline projects in northern New York. He was employed by National Grid for 16 years before rejoining Coates in 2008 as Vice President of the Northeastern Division in Albany, New York. While with National Grid, Bill supervised the Land and Right of Way Department at Niagara Mohawk Power Corporation, Eastern Division, New York. He managed a team of professionals who acquired property, property rights, easements, and permits in support of company operations, developing this service as the core business of the department. Bill promoted a team-based approach to project management and successfully completed numerous power line, substations, pipeline, and other projects on schedule and under budget. Bill worked as a consultant prior to joining National Grid, assigned to numerous pipeline and high voltage power line projects in the Western and Midwestern United States. Bill received his undergraduate degree in Environmental Science from the University of Oklahoma and Master of Business Administration from Union College, Schenectady, New York. He is a member of the International Right of Way Association.
Dan joined Coates in 2020 as the Regional Director of our Northeastern Division and was promoted to the Vice President of the Northeastern Division in 2021. Dan has 30 years of right of way industry experience and began his career as a Management Trainee for the Pennsylvania Department of Transportation (PennDOT) where he gained experience in acquisition, relocation, property management, title abstracting, and outdoor advertising control while advancing to Supervisor and District 12 Right of Way Administrator (Southwestern PA). While at PennDOT, Dan oversaw the appraisal and contractor procurement while working with the survey, utility, rail, and environmental teams to support construction, maintenance, and design activities. During this time, he also worked with other Mid-Atlantic region right of way departments and the Federal Highway Administration to establish performance measures and develop best practices to enhance right of way delivery. After 20 years with PennDOT Dan retired and began working with various consulting and engineering companies, gaining critical skills and knowledge in project oversight activities for pipeline, electric transmission, and storm hardening projects, leading a team of 300+ employees spanning 23 states east of the Mississippi River.
Dan received his undergraduate degree in Business Administration, with minors in Finance and Economics, and his M.B.A. Business Administration from Robert Morris University, Pittsburgh, Pennsylvania. He is a licensed real estate salesperson and notary public in Pennsylvania with memberships in PAR and NAR. Dan also possesses the FAA, CTO, and Private Pilot Certifications. Dan holds the SR/WA designation with the International Right of Way Association and is in his second year as IRWA Region 5 Vice Chair after completing two years as Secretary. He was awarded the 2015 Professional of the Year for Chapter 13 and is currently serving as Co-Chair for the IRWA's International Education Conference being held in Cleveland, Ohio in 2022. He is also a member of the American Association of Professional Landman (AAPL) and local Chapters: Northern Appalachian Landman Association (NALA), Michael Late Benedum Chapter (MLBC); American Society of Civil Engineers (ASCE), Ohio Oil and Gas Association (OOGA), and the Pittsburgh Airport Area Chamber of Commerce (PAACC).
Mark joined Coates in 2006 after a 29-year career with Tennessee Gas Pipeline Company. During his tenure at Tennessee Gas Pipeline, Mark held various positions with increased responsibility in field operations and within the Houston corporate headquarters, culminating as Manager of the Property Rights Services from 2001-2006. His responsibilities included the management of all acquisition, preservation and disposition of land and right of way matters associated with Tennessee Gas Pipeline and ANR Pipeline companies along their approximately 24,000 miles of natural gas pipelines and associated storage fields. His responsibilities also included managing the right of way activities associated with new pipeline construction, property acquisition and sales and daily operational support for natural gas transmission pipelines. Mark is a member of the International Right of Way Association, Southern Gas Association, and Florida Energy Pipeline Association. As an active member of Florida Energy Pipeline Association, he served as the Right of Way Chairman and Board Member. He received his Bachelor of Business Administration degree from Ohio University. Mark manages the Southeastern Division Office for Coates Field Service, Inc. in Tallahassee, Florida.
Chris joined Coates in 2011 as a Document Specialist and is currently serving as the Right of Way Program Manager for the Transportation Division. Chris has 8+ years of experience in the right of way industry and 7+ years in Right of Way Acquisition, including 2+ years in management and 1+ years as Project Manager / Program Manager. His projects include; rural, urban, and municipal with an emphasis on transportation infrastructure. He has successfully worked and managed Highway, Turnpike, Streetcar, Road, Bridge, Sidewalk, and Trails projects. He has extensive experience in Program/Project Management, Negotiation/Acquisition, Relocation, Title Investigation, and Database Management. Chris received his B.A.S. in Communications from the University of Oklahoma in 2010 and his Uniform Act Certification from the International Right of Way Association. He is also a member of the International Right of Way Association, Chapter 33.
Beth joined Coates in 2003 and serves as the Corporate Safety Manager, implementing a written and web-based safety and health program. Prior to her corporate safety role she worked as a Document/Database Specialist and Right of Way Agent on pipeline and electric projects in several states. She has comprehensive acquisition skills ranging from title research, database maintenance, negotiations with landowners and their representatives, accompanying surveyors during fieldwork, and preparing documents to complete acquisition. She has also researched existing land rights and permits in California and most recently successfully acquired right of way for a complex electric transmission line project to support wind farms in Texas. Prior to joining Coates, Beth was employed in private banking and also worked for a venture capital firm. She received her B.S. in Accounting from St. Mary’s College and is a member of the International Right of Way Association.
Stefanie joined Coates in 2016 as the Director of Database Services, later that year she was promoted to Director of Information Technology. In addition to supervising the Coates Corporate IT team, Stefanie also supervises the GIS team who provided mapping data support on Coates projects nationwide. Prior to joining Coates she spent several years at Devon Energy as a Senior Administrator for Geospatial Data Management and Platform Support. Stefanie received her B.B.A. in Management Information Systems from University of Oklahoma in 2004.
Brandy joined Coates in 2013 as the Communications Manager developing and directing the company's communications and marketing programs. In addition to managing the proposal development process, Brandy is also responsible for corporate advertising, branding, tradeshow management, and client relationship development. Her professional background of 18+ years’ experience in marketing and communications includes a combination B-to-B and B-to-C marketing with 12+ years in the professional services environment. Brandy earned her B.S. in Marketing from Oklahoma State University in 1998 and is a member of the International Right of Way Association.
Chad joined the Coates Human Resources department in 2016 as the Internal Communications Coordinator and has since been named Human Resources Manager. In addition to supporting the day-to-day human resources activities of the company, he is also responsible for the internal communications to Coates employees nationwide. Prior to joining Coates, Chad was employed by White Water Bay in Oklahoma City serving in marketing and human resources roles. He graduated Cum Laude with a B.A. in Strategic-Organizational Communication from the University of Central Oklahoma in 2016 and is a member of the International Right of Way Association.
Andrew joined Coates in 2014 as a Record Specialist supporting multiple teams on a number of electric transmission projects in Oklahoma, Texas, and Arkansas. In 2015, Andrew was assigned as a Document Specialist for a large, FERC-regulated interstate natural gas pipeline project, quickly being promoted to Document Supervisor on that project where he spent the next three years. In 2018, Andrew was promoted to Manager of Operations where he provides general oversight and guidance to the Coates Operations group in both its main hub (located in Oklahoma City, Oklahoma) and satellite hubs. He is a member of the International Right of Way Association (IRWA) Oklahoma City Chapter 33 and is a Certified Quick Base App Builder.
Lee joined Coates in 1998 and has held several positions with the company having worked in over 40 states during that period. He began his career as a Document Clerk and Abstractor before working as a Field Right of Way Agent and eventually, a Project Manager. Lee has worked in several sectors of the right of way business including transmission, gathering and distribution pipeline projects, electric transmission and distribution lines, highway, municipal projects that include both acquisition and relocations for federal, state, and city governments, and public improvement projects as well as large asset sales between companies. Lee received both his B.S. in Organizational Leadership and his M.B.A., Business Administration and Management (General) from Southern Nazarene University. He is a member of the International Right of Way Association (IRWA) Oklahoma City Chapter 33, Pipeliners Club of Oklahoma City, and the Pipe Liners Club of Tulsa.
Tara joined the Coates Accounting and Finance department in 2018 as a Senior Project Accountant and has since been promoted to Manager of Accounting and Finance. In addition to assisting in the development of client estimates and proposals, she works closely with departments company-wide to improve processes and ensure financial record accuracy. Prior to joining Coates, Tara held a number of accounting positions with Devon Energy Corp. in Oklahoma City. She received her M.B.A. from Oklahoma State University and her B.B.A. in Finance from the University of Central Oklahoma. Tara is a Certified Public Accountant (C.P.A.)
Abby joined the Coates Human Resources department in 2004 and is the Manager of Insurance and Benefits. She has 21+ years of experience overseeing benefits administration and supporting human resources functions while ensuring federal, state, and local law compliance and building employee relations. In her role at Coates, Abby manages both the corporate-level and health insurance plans, interprets benefit policies and procedures for employees, and communicates and promotes health insurance programs to our nationwide employee network. Abby received her B.S. in Business Management from Troy University in Troy, Alabama.
Megan joined the Coates Human Resources department in 2021 as Human Resources Manager. In her role at Coates, she is responsible for leading, managing and coordinating the routine functions of the Human Resources department as well as supporting the day-to-day human resources activities for the company, including pre-employment screening, onboarding/offboarding, administering company policies and practices, employee communications, and full-cycle recruitment activities. Megan’s professional history is rooted in Oklahoma-based companies, prior to joining Coates she served in a human resources role at Echo Energy, YMCA of Greater Oklahoma City, and Arvest Bank. She earned her Master of Arts and Sciences: Human Relations with a concentration in Human Resources from the University of Oklahoma in Norman, Oklahoma and her B.A. in Psychology from the University of Central Oklahoma in Edmond, Oklahoma.
